Yes. Whenever any part of the Sun is uncovered you must use eclipse glasses certified to ISO 12312-2. Regular sunglasses are not safe. Only during total coverage, inside the path of totality, is it safe to look with the naked eye.

The path of totality crosses a remote part of Siberian Russia, eastern Greenland, western Iceland, northern Spain and a small tip of Portugal. The rest of Europe sees a partial eclipse.

About 99.9 percent, a very deep partial eclipse but not total. Barcelona sees about 99.8 percent, Lisbon about 94 percent, Paris about 92 percent and London about 91 percent.
